Harpole’s account is negligence evidence, not a homicide theory. He said his team flagged student stairways with a line of sight to the tent, asked for drones, and was told FAA and campus rules blocked them. “We were told the roof was covered.” Bagley’s hearing testimony (six of 15 UVU officers, no magnets, no drones, no debrief he knew of) is consistent with a thin plan. Consistent is not the same as “the security team did it.”
In April 2026 he sued Owens and Mitch Snow over the Fort Huachuca meeting claim, saying he has never been to that base. That civil case is the court test of that rumor. It is not the Utah homicide file.
