State: gray Dodge Challenger entered ~8:29 a.m. 10 Sep. Driver in maroon shirt and light shorts walked to the courtyard, spoke with TPUSA staff, left before 9:30. FBI stills later show a stairwell in a garage.

Affidavit / Hull path: after 11:50 the flag-shirt figure stopped at stairs, pulled a phone at 11:53, then went down into the tunnel toward a parking-garage stairwell.
