Keyboard note, future tense vs past tense

Charging paper uses future tense. Later hearing coverage uses past. That can be a reporter compress, a second quotation of a longer note, or a real discrepancy. The test is the photograph police say they found. Until that image is in the file, do not pick a wording as the note.
